National Cancer Screening Register (NCSR) Widget

The National Cancer Screening Register (NCSR) widget allows you to access and submit bowel and cervical National Program screening data electronically in the National Cancer Screening Register (about) directly from within MedicalDirector Clinical.

The widget is available with Clinical 4.0 and later, and requires you register your HPI-0 with the National Cancer Screening Register. A link to the PRODA and NSCR registration pages can be found within the widget. See also Registering Your Organisation. Patients must also be eligible participants within the National Bowel Cancer Screening Register or National Cervical Screening Register, to match and view their records within the widget.

National Cancer Screening Register

The National Cancer Screening Register enables a single electronic record for each person in Australia participating in cervical and bowel screening. The National Cancer Screening Register plays a vital role in supporting the National Cervical Screening Program (NCSP) and the National Bowel Cancer Screening Program (NBCSP). It gives healthcare providers access to their patients’ health information and makes it easier for program participants to take control of their health.

Healthcare providers that have integrated their Clinical Information System with the National Cancer Screening Register, are able to interact directly with the National Cancer Screening Register from their existing software using the NCSR widget.

Registering Your Organisation

Before any users within your organisation can access the NCSR widget via your Clinical Information System, the organisation must perform a one-time registration process. This requires only one person from the organisation to register the organisation using the National Cancer Screening Register Healthcare Provider Portal. This person must be the organisation’s Responsible Officer (or delegate), and must have a Provider Digital Access (PRODA) account to log in.

PRODA is an online authentication system used to securely access certain online services including Health Professional Online Services (HPOS), National Disability Insurance Scheme, and the National Cancer Screening Register Healthcare Provider Portal.

Installing the Widget

Access the Sidebar.

Click  at the top right hand corner to add a new widget.

Locate the NCSR Hub widget.


 

Click You will be prompted to grant access permissions for the widget. Ensure you allow access to All.

 

Click to confirm.

Accessing the Widget

For registered patients, the widget appears as follows with the NCSR History tab presented by default. This tab contains the patient's history of screening results retained within the National Cancer Screening Register.

 

Switch to the Choose Form & Report tab to select a form/report to submit.

 

Complete and submit the form.

Searching for Patients

When you launch the NCSR widget from within a patient’s clinical record, the system will automatically search for the patient using the following information from Clinical:

If the search details exactly match a participant on the National Cancer Screening Register, then you will be able to successfully open their record within the NCSR widget view.

If the search details cannot locate a participant on the National Cancer Screening Register, or cannot locate an exact match to a participant, then an error will be displayed. If you believe the patient may be a participant in the National Cancer Screening Register, check to ensure the patient’s details used in the search are correctly recorded in your Clinical Information System. If you require further assistance, you may contact the Register’s contact centre on 1800 627 701.

Where a participant has opted out of both the National Bowel Cancer Screening Register and the National Cervical Screening Register, a message will display to notify you of this.

Participant is a newly eligible person who has turned 50 years of age, but has not yet completed the National Bowel Cancer Screening Program screening kit.

Participant is newly eligible with Medicare and is now registered for the National Bowel Cancer Screening Program.  The participant has not yet completed a Program kit.

Participant has been discharged from the screening program due to hysterectomy.

Cancer – Exited

Participant has the “Cervical Cancer” alert set, and is likely in clinical management. 

Ineligible

Participant is under the National Cervical Screening Program’s eligible age.

Age Exited

Participant is over the National Cervical Screening Program’s eligible age.

Overdue (date)

The date in the past when the next screening was due for the National Cervical Screening Program.

Due Now

Participant is now eligible to start a new screening round as part of the National Cervical Screening Program

Commence at 25

Participant is under 24 years and 9 months, and has the status of "early screener", then their next action should state that they are due on their 25th birthday.

Referral Recommended

Participant referral to a specialist for further investigation is recommended.

Patient Alerts

In the NCSR widget home view, the alerts relevant to your patient will be displayed at the top of the NCSR widget screen. These alerts are to indicate certain Program result alerts, or administrative alerts such as deferral or mail failed. Note that some alerts may persist over several screening rounds.

View and Print Patient’s Test Results and Correspondence

In the NCSR History view in the NCSR widget, you will be able to view a list of the patient’s previous results. You can click on the result you wish to view, to open or print the result. This includes the following result types:

You can also filter the NCSR History to view either the Bowel or Cervical Program results, or to view Correspondence sent to you or the patient.

Submitting Information to the National Cancer Screening Register

This section displays how to locate a Program form for submission to the National Cancer Screening Register for a patient.

You can use these forms to:

For program forms and iFOBT kit requets, from the NCSR widget home view, select <Submit Forms>. From the Submit Forms page, you may filter for the relevant Program (for example bowel program or cervical program).

Select the form to be filled out by selecting the relevant form.

To update demographic details/nominate HCP/Personal Rep, click '...' to view current demographic details, then update by clicking 'submit correction' and selecting the associate form.

 

6.1 Submit Program Forms to the National Cancer Screening Register

This section displays what forms are available to submit clinical information to the National Cancer Screening Register.

Via the NCSR widget in your Clinical Information System, you will be able to submit:

NCSP - Abnormal Result Questionnaire

Cervical Program

This report is to provide information to the Register where a Program participant has had abnormal cervical screening results, and the Register has not received notice that a colposcopy has been performed. The National Cervical Screening Program will send a letter to the Healthcare Professional to request this information where applicable.

NCSP – Colposcopy and Treatment Form

Cervical Program

To be completed by a colposcopist to notify prescribed cervical screening information to inform participant clinical pathways and support the safety net function of the Register. It is also used for reporting performance measures for colposcopists.

NBCSP - GP Assessment Report

Bowel Program

To be completed by a GP to provide information to the Register where your patient is a Program participant and has received a positive iFOBT test result.

NBCSP - Colonoscopy Report

Bowel Program

To be completed by a colonoscopist to report the results of a colonoscopy for a Program participant with a positive iFOBT result. This form also enables colonoscopists to report adverse events which may have occurred during the procedure or are known at the time of completing this form.

NBCSP - Adverse Events Report

Bowel Program

To be completed by colonoscopist to report information about an adverse outcome for a procedure relating to diagnostic investigation of a Program participant who has received a positive iFOBT result. This form is only used where that information has not already been included in the Colonoscopy Report.

NBCSP - Histopathology Report

Bowel Program

To be completed by a colonoscopist or histopathologist to report the results from testing specimens collected during the colonoscopy procedure for a Program participant with a positive iFOBT result.

 

6.2 Requesting an iFOBT kit or replacement iFOBT kit for your patient

In the National Cancer Screening Register you will be able to request an iFOBT kit or a replacement iFOBT kit for your patient. You will be able to do this by selecting either the NBCSP - Request an iFOBT Kit form or NBCSP - Replacement iFOBT Kit Request form on the submit forms page. 

In addition, you may request a replacement Participant Details Form if your patient requires one.  You can do this by selecting the NBCSP - Replacement Participant Details Form Request on the submit forms page.

 

6.3 Nominate a Healthcare Provider on your patient’s behalf

In the National Cancer Screening Register you will be able to nominate a GP for your patient, with their consent, to receive their results (for the bowel program) and assist them and their participation in the program/s. You will be able to do this by selecting the Nominated Provider form on the submit forms page.

 

6.4 Nominate a Personal Representative on your patient’s behalf

In the National Cancer Screening Register you will be able to nominate a personal representative for your patient, with their consent, to assist representing them and their participation. You will be able to do this for the National Bowel Cancer Screening Program by selecting the Personal Representative form on the submit forms page. To nominate a Personal Representative for your patient in the National Cervical Screening Program, please contact the National Cancer Screening Register on 1800 627 701.

 

6.5 Manage your patient’s participation

This section displays what forms are available to manage your patient’s participation in the National Cancer Screening Register.

6.6 Updating your patient’s details

In the National Cancer Screening Register you will be able to change your patient’s details on their behalf.  This includes name, address, contact details, and other patient information.  You will be able to do this by selecting the following patient details forms within the NCSR widget.

6.7 Submit Feedback, Compliments and Complaints to the National Cancer Screening Register

You are able to submit feedback, complaints and compliments to the National Screening Register, by selecting the ‘Contact NCSR’ link at the bottom of the screen.

Alerts

Alerts are icons which inform a user of a patient’s modified eligibility for interventions.

The effect of setting an alert is to modify that patient’s eligibility for follow-up correspondence, by excluding them or inviting them at an earlier or later interval.

Bowel Participant

A person who has a National Bowel Cancer Screening Program iFOBT result recorded on the Register

Bowel Program

The National Bowel Cancer Screening Program (NBCSP).

Bowel Program Eligibility

Australians aged 50 to 74 are eligible for the immunochemical Faecal Occult Blood Test (iFOBT) free of charge through the National Bowel Cancer Screening Program.

Bowel Screening

Bowel screening involves testing for bowel cancer in people who do not have any obvious symptoms of the disease. The aim is to find cancers early when they are easier to treat and cure. Bowel screening can also find polyps, which may develop into cancer over time.

Cease Correspondence

This is a Request to the Register by an eligible person, their personal representative or Healthcare Provider, for no contact or correspondence from the National Cervical Screening Register (National Cancer Screening Register) for the Cervical Program only. Ceasing correspondence is not an option for the Bowel Program.

Cervical Participant

A person who has any cervical cytology or histopathology test recorded in the NSCR.

Cervical Program

The National Cervical Screening Program (NCSP).

Cervical Program Eligibility

Eligible women aged 25 years or over who have not yet started cervical screening will receive an invitation from the National Cancer Screening Register to have the new cervical screening test.

Correspondence Preference

This is what channels, such as text (SMS), email or letters, a participant of the National Cancer Screening Register would prefer to receive correspondence from for any programs they are participating in. 

Deferring participation

This is a Request to the Register by a person, their personal representative or healthcare provider, who has elected to not participate in a screening program for a defined period of time. They may return to the screening program any time after the deferment period has ended or at any earlier time if they withdraw a request or if a screening test result is received by the Register.

Healthcare Provider

Has the same meaning as in the Healthcare Identifiers Act 2010 (Cth).
A person associated with either a health specialty or a health discipline and who is qualified or certified by the relevant regulatory bodies to provide a healthcare service to a patient. For example, a general practitioner, other specialist, colonoscopist, colposcopist, histopathologist, pathologist, nurse, midwife and Aboriginal Healthcare Worker.
Note: healthcare provider is the preferred term for use in National Cancer Screening Register documentation as opposed
to healthcare professional.

Nominated Healthcare Provider

This is a Request to the Register by an eligible person, their personal representative or healthcare provider, who wants to nominate a healthcare provider in relation to correspondence with the National Cancer Screening Register.

The nominated Healthcare Provider is able to access details about the patient and will, in addition to the patient, receive reminders and follow up for screening. Nominating a Healthcare Provider can be set per program.

Opt out

A request to opt out of all participation in the National Cancer Screening Register means that forthcoming results (screening test, dates and related procedure test results or diagnosis) are not accepted or recorded in the Register from the effective date, and no contact or correspondence is made or sent, including invitations to screen, reminder letters and follow-up actions.

Participant

This is an eligible person:

·         Who has elected to participate in at least one (1) Screening Round by way of undertaking a Screening Test

·         Whose invitation to screen has been brought forward by a healthcare provider (with consent)

·         Who is screened while attending a healthcare provider (with consent).

Personal Representative

A personal representative may be appointed by a participant or may be authorised to act on behalf of a participant in relation to the Register. This is recognised by the National Cancer Screening Register Act 2016. 

PRODA

PRODA is an online authentication system, operated by Services Australia, used to securely access certain online services including HPOS and the National Disability Insurance Scheme, also known as the NDIS. Designed as a two-step verification process, it requires a username, password and verification code to login.

Requests to the Register 

A request to the Register can be made under the National Cancer Screening Register Act 2016 to:

· Defer screening (or participation)

· Cease correspondence (cervical program only)

· Opt In

· Assume a pseudonym.

Resume Participation

This is a Request to the Register by an eligible person, their personal representative or Healthcare Provider who has opted out and who wishes resume participation in a particular screening program facilitated by the National Cancer Screening Register. This is also referred to as withdrawing the opt out request.

Telstra Health 

A standalone business unit of Telstra Corporation and the contracted service provider for the operation and management of the National Cancer Screening Register in accordance with a service agreement with the Department of Health
